The UT San Antonio Health Science Center Libraries participate in several Read & Publish agreements that support the publication of high-quality, peer-reviewed open access (OA) research. These agreements can fully waive or significantly reduce publishing fees for eligible authors. Many are negotiated through the UT System, helping secure favorable terms for our affiliated researchers.

A Read & Publish agreement allows libraries to bundle subscription and publishing costs, enabling authors to access subscription-based content and publish their work as open access. Open access means that articles are freely available online to anyone, without paywalls or subscription. These agreements also help authors meet funder requirements, such as the NIH Public Access Policy, which requires all NIH-funded research to be publicly accessible.

The Libraries’ Role

UT San Antonio Health Science Center Libraries support authors through Read & Publish agreements with selected publishers by:

  • Reviewing and participating in agreements that offer open access publishing opportunities for UT San Antonio Health Science Center authors and remain financially sustainable for the institution
  • Advising authors on eligibility requirements and participating journals
  • Providing guidance on open access publishing options and publisher policies
  • Maintaining up-to-date information on participating publishers and journals

The Libraries do not currently fund article processing charges (APCs). However, UT San Antonio Health Science Center affiliates are encouraged to take advantage of APC discounts or waivers available through the Libraries’ Read & Publish agreements.

  • What is Read & Publish?

    Read & Publish agreements help eligible authors publish their research open access, meaning anyone can read it online for free. When you publish in participating journals the article processing charge (APC), which is a fee some journals charge to publish an article, is waived or reduced.

    These are sometimes called transformative agreements because they combine the Libraries’ journal subscriptions with new options for open access publishing.

  • Who is eligible to use Read & Publish discounts?

    To use a Read & Publish discount, the corresponding author must be affiliated with UT San Antonio Health Science Center and use their UT San Antonio Health Science Center email address and institutional affiliation when submitting the manuscript. Eligible authors include faculty (including adjunct and adjoint faculty), staff, students, and residents. Some publishers may have additional requirements, so be sure to check the Publisher Details research guide for more information.

    The corresponding author is the main contact person for the article during the publication process. Only the corresponding author can receive Read & Publish discounts—not the lead or first author (if they are different people).

  • Where can I look to see if my journal has a publishing discount?

    View our Read & Publish dashboard by clicking on the Eligible Journals box. From here, you can search over 7,000 journal titles with publishing discounts.

  • Where should I publish?

    Choosing a journal means thinking about where your work fits best. Consider whether the journal focuses on your topic, who the audience is, whether it is listed in major databases (such as PubMed/MEDLINE, Scopus, or CINAHL), and whether there are any publication fees, also called article processing charges (APCs).

    It’s also important to watch out for predatory journals. These journals charge fees but do not provide careful review or reliable publishing practices. You can use tools like Think. Check. Submit. to see whether a journal is trustworthy.   • Which copyright license should I select?

    There is no campus wide requirement to choose a specific copyright license. However, some journals do require authors to use certain Creative Commons (CC) licenses. Before submitting your article, check the journal’s requirements in our Publisher Details research guide to see which license, if any, is required.

  • Do the Libraries offer financial assistance for APCs?

    The Libraries do not have a separate fund to pay article processing charges (APCs). However, UT San Antonio Health Science Center students, faculty, and staff are encouraged to use APC discounts available through our Read & Publish agreements. These discounts may fully cover the cost to publish or lower the fee.

    If a journal only offers a partial discount, the remaining cost must be paid by the student, their academic department, or through grant funding.

  • Can we use publishing discounts from the UT San Antonio Academic Campus?

    At present, publishing discounts are managed separately for the Health Science Center and the main UT San Antonio academic campus.

    The Health Science Center Libraries will continue to operate independently from the academic campus library for the foreseeable future, and any shared resources will be evaluated on a case-by-case basis in accordance with publisher policies.

    Health Science Center authors may be eligible to use publishing discounts offered through the academic campus if they hold a cross-appointment there.
